Since I figure that there are at least 6 things that make a diver, your
question with only 2 factors, doesn't make much sense to me. You
mentioned gear and mindset. If you want to talk about DIR, you had
better add methods to your list as number 3. After that, I would add
physical condition, experience and then the diver themself.
There are a lot of different kinds of divers and a lot of different
things that make them good. All of these factors go together to make
a good diver.
Then where are you asking about? Are you talking about a local
diver who is highly adapted to the local conditions such as a cave,
warm water, cold water, hunter, photographer, wreck or even ice
diving?
How will you make your quality judgement, you can judge the diver on
any of the 6 main factors factors I mentioned, on safety or on a
variety of other criteria. Then when you look at gear, there are two
big factors there. You have both the quality of the components as
well as how they are put together as a package. Some gear is scary
at any depth or pressure and some gear always works reliably most ways
you configure it.
I hope that gave a good black and white answer to your question.
As for argueing about how good DIR is or another method is, that
has always been a different issue.
