Here's the scoop.
The regulations regarding the San Diego Reserve prohibit taking fish or lobster within the Reserve. They do not prohibit possession.
A kayaker or boater with fish at Avendida de la Playa would normally find it easy to convince the game warden that the fish were taken outside the reserve and merely transported through it. As a practical matter, the warden would need to see the kayaker actually fishing within the reserve. A diver, however, would probably have a difficult time explaining how it was that he swam to the outside of the reserve, caught the bug legally, and then swam back to the beach.
