I think you missed the point. I'm not saying that in Europe they overfill, I'm saying that the tanks are rated higher and they are the same exact tank. The only difference is that the US DOT doesn't provide for the higher rating.. So it isn't that the Europeans are having a tank rated to 2400 and then pumping them to 3500, it's that the same exact tanks are rated higher..
