We were there last week and the vis was the best I've ever experienced in So. California. We had an honest 100+ feet outside the park and at Italian Gardens. Great vis is the norm this time of year, but that usually goes along with cold water. This time the water was very comfortable, in the mid 60's. Inside the park, the vis was either really great or so-so depending on whether the tide was going in or out. You may have just been there at the wrong time.
I sometimes think the Harbor Master looks down from his office on the green pier and guesses about the vis. Sometimes it's clearer in the harbor.
