Shore diving is a pain. But it's $3-4/dive and you can take as long as you want to get in and stay in the water (except that stupid 2hr zone around Lover's Cove). I also find it's not too different between lugging all your gear on board a dock when you need to park across the street at San Pedro versus putting on the rig and walking into the water.
When I get on a boat around here, the tanks are already waiting. I can request nitrox tanks as well.
