Many of the larger, and some smaller dive shops are often staffed by inexperienced, poorly paid staff.
For example, the closest dive shop to me, I often need to show the clerk how to insert the fill adaptor into my tank without cross threading it.
The only hope of training someone at this level to do safely do Nitrox fills is using a membrane system.
When such systems cost 12 to 15 thousand dollars, how can you justify that expense as a dive shop or boat operator?
When you take staff training, and insurance into consideration, the cost is even higher.
