And to fail to look beyond is shortsided.
There was never a time when a 3 mile territorial limit could be enforced. Canon fire is not an effective tool from shore. We couldn't even keep the British from taking our sailors into their navy.
I introduced the 12/200 because I find it far more interesting how so many different standards have come into play, and how inconsistently each individual nation state uses them. (US vs Libya in the 80s is a good example)
