Max, there's no difference in net buoyancy between the hp and lp steels. Most are neutral at empty. Sure there are heavy LPs, but there are also the Faber HPs at -7lb.

There is a considerable difference in tank mass. At the rated capacity, LP is considerably heavier, which is not a good thing for shorediving in Monterey. This is why HP is very common here, and why most of the shops will handle it well, and without an unjustified surcharge.
