It's indirect, at best. It's on par with Ken's defense of the nitrox ban because it might be too tough for his nitrox clueless DMs to handle, even though the rescue protocols are indentical.
(Pull out of water, put on O2, etc) There has to be a clearer cause and effect before you can curtail people's preferred methods, not just the fear of one.
Most of the issues you present are in any diving emergency and one would hope the crew has real training to deal with. Sadly, I've heard of a few incidents in SoCal where they had no clue what they were doing and passengers had to take care of the situation.
