If i understand you correctly, i agree that the whole island should be a no-take reserve out to 5 miles (min). It would be the smallest Sq. mile area that could protect an entire island ecosystem, from the tidepools to the offshore reefs! The biggest bang for the buck.
Ten years from now that island would be the gem of the entire Pacific!
