Think for a moment of the various situations that could have taken place before he was open as a 'commercial vendor' of nitrox. Maybe he did like I used to do and set up a fill station and charged just enough to offset my costs and let me dive nitrox for free (my buds were knocking each other over to get fills at 1/3 the local rate and begging me to take more for it...not to mention it was available 24-7). So you don't have to have a shop to realize a return on a nitrox fill station investment, just the local demand.
