I see you mention the most highly impacted areas in CA, but I hate to tell you that statistically divers still make a tiny impact compared to other fishers. The only fish populations significantly impacted by divers are the sheepshead, black seabass and to a lesser extent, the calicos (which still have a healthy population). Note that even so, the front side of Catalina and PV actually have pretty healthy fish populations. I can't say about Laguna from personal experience.
The condition of the populations at the islands are determined by the commercial fishers. Look what they have done with only a few years activity to the urchins and sheepshead. Divers don't compare.
By the way, it has been years since I have speared and the game I take has maintained it's population quite well.
Oh, and did I mention, if you don't like it, tough.
