Pretty much it means that another diver cannot help you if you have trouble.
This could actually mean that you are right with another diver, but they are not experiened enough to help you, such as what an instructor may commonly find. I could also just mean that you are with another diver that is spacing out and is unaware of you.
On the other hand, say you are in a group of divers in good vis and have trouble, if a DM is watching from a distance, but is close enough to get to you and assist you, then, well, you are sorta buddy diving.
In general, are you on your own in the water or are you diving with another diver. That's the commonest description, if not the only.
