Must I have a license, even when I have no game bag and will release after bringing it up to my mask?
I think technically yes ... but if you do not bring any to the surface or back to the boat I doubt there would be a problem.

Must I have a gage even when releasing all bugs?
same answer as above.

How do I prevent damaging them?
Their legs and antenie come off ... but do grow back eventually.
I don't think it is possible to garuntee not injuring them.

What is the best method of capture?
Grab the body or base of the antenna, many times easier said than done.

Can they hurt me?
The big ones do bite, they also have many sharp spinns that can break your skin even through the gloves.
