PADI really seams to encourage this buy making their mechanism for advancement based almost entirely on numbers. Accumulate 'x' number of OW certs, get a master instructor card, accumulate 'x' number of divemaster and A.I. certs, become a PADI course director, etc, etc......ad nauseum.
You end up having course directors with 300 dives teaching divemasters and A.I.'s and instructors with 100 dives, and it just goes down from there.
I can't speak to other agencies (except GUE) because I've never been affiliated with them, but I'd be curious to hear from folks affiliated with the other agencies to get their take on the situation.
