I recently saw tanks for sale on E-Bay, touted as Steel, they were alumimum and just about every other pice of information about them was wrong too. Be very careful about the guy who "knows nothing about the equipment, not a diver, just selling for a friend". Most likely trying to dodge liability. Check out http://www.evcom.net/~n4mwd/chris.htm for information about hazardous alumumn tanks. AT $100.00 for new, I would go new. I understand about budgets. I recently got into scuba and bought all my gear new for $1,200. Really not much more than what the used market was wanting and I got warranties (BC failed first dive). Remember, if the equipment fails, you may expire. My recommendation, rent for a while (many divers give up diving after 5 or so dives) and then buy new.
