I'll second most of the comments of from MEL. I dove Costa Rica in December 2000. The high point was seeing 3 ~15' manta rays - unbelievable creatures. The conditions were very similar to so cal minus the kelp and with warmer water. Vis 25'-40', bottom topology very similar to so cal (rocks encrusted with sea life, little coral). I dove with a dive outfit in Playa Flamingo, about 20 minutes away from Tamarindo. I liked Tamarindo better - it is a fantastic surfing spot. Watch out for your dive gear - there are thieves about.
