In November 2000, I dived at the Edmunds Landing Underwater Park, by the Edmunds Ferry which is at the north end of Seattle. The diving there was awesome.... except it was cold.
The local divers maintain the area, and a lot of wrecks and other artificial reef stuff are in the park as well as an underwater trail. There is a bathroom with a changing room on shore, so you can get out of the wind to change. Since it is inside Puget Sound, the conditions are usually fairly calm. The density of sea life in the park was amazing, cabezon and ling cod all over the place, and huge school of perch and other fish. Since it is a popular site, you may be able to find a buddy if you do not have one.
There is a chain of shops in Seattle, Underwater Sports, and they have a shop adjacent to the site so you can rent equipment right there. You can get their phone number from a Seattle phone book or directory services.
Keep in mind that you will have a long drive if you want to go from Seattle to Northern California. It is about 500 miles from Seattle to the Oregon/California border.
