Even considering what Wayne points out, I can't figure it out entirely. There should be bad and good years at the islands. There seem to be bad years, but I haven't seen many good years.
I just haven't seen kelp like it used to be at Santa Rosa.

You should see the kelp above Morro Bay in summer. It would satisfy even you.
Well, I just hope that the protection zones work as well here a they have other places. You may then stop seeing the decline in the fish finally.
