I agree with Ken,
OSHA only apply if the instructor is an employee of the store. If he/she does training as an
outside contractor OSHA rules don't apply.

If you plan on having an employee do dives that are covered by OSHA, you have to change your arrangements with the instructor.
The person can work in the store doing sales ect, but when it comes to training the instructor should be paid seperately as an outside contractor.
It may cost you more (and it should) because the instructor is now responsible for more taxes (self employment taxes)
and other expenses, but You will no longer be in violation, unless you rather have a chamber on hand with the proper support for all dives out of recreational limits.
