I couldn't tell you if it was monarch 3 arch bay area. I don't think there is any public beach access. I only know it as a little north of Salt creek. It's right tight to shore and you need the waves to be almost non-existent and high tide to keep from getting beat up. Even in a small swell it is not for the faint of heart, but I've always done well there so it is a favorite of mine. If you dive the jetty cover ground quickly because you will be grabbing several shorts before you find that keeper amongest the little ones. Stay up on top of the jetty some. I've noticed that it seems I get more keepers up on the jetty than down where the sand and the rocks meet.
