The question is not hot vs. cold but, slow vs. fast. The reason divers get short fills is that they want it fast.
In a shop I used to own many, many years ago, we used to fill in an old freezer. The water temp was always at 40 degrees, but we still had to fill slowly to get a good fill.
You guys should get your basic book back out and reread Charlie's Law.
