I used to surf fish for leopard sharks off of Torrance Beach when I was in high school ('70-'74) because they were fun to catch and great to eat.
They were quite common then.
Then in the mid 70' they became a commercial fishing target after the thresher shark population declined from commercial pressure.
In recent years I have seen leopard sharks at Catalina, San Clemente, and Santa Barabara Islands, and I have also seen a few in front of my house in El Porto (North Manhattan Beach).
However I have not seen many.
