Read the report again. I think you missed two important key phrases. Both on page 2:
1)"There has been no ongoing analysis of the status of the California Sheephead."
2)"There is no evidence from these very limited data that the population is threatened..."
Also, you'll notice that their findings (and the chart) is based on commericial landings, not observed fish populations. Kinda like counting headstones in the cemetery to find out how many people go to the church.
