I've wondered about this stuff before and made some guesses from the context of what you could do. I figured that charter boats would likely visit protected areas first and then go to hunting areas after. The way G&G laws tend to be worded, most likely if you were in the reserve with game, you are fair game for a ticket... n ands ifs or buts about it. Just a guess, but that's how they tend to write things... with good reason.
I would love to go to the islands and see a place like I used to 30 years ago.
