I don't know if I would go diving south of the creek. Besides the pollution Kendall mentioned, the visibility tends to be pretty poor. North of the creek though, in Malibu Colony, it can be some fun for scuba and it is great for free diving. There are a number of coastal access stairways, though the locals like to hide them. It can be very pretty. I did a lot of dives there. I can't wait to get a chance to go there again.

PS. Just a thought. If you want to go diving near the pier, visibility might be better in late summer and there might be less pollution as well.
