As an OWSI and DCI for both agencies, I have seen the good and bad aspects of both. As has been stated by others, the teaching is only as good as the teacher. Find an instructor who will take the time and extra time as needed to make you fully comfortable before you are signed off to fend for yourself out there. Most dedicated instructors i know are happy to take all the time you need to be a competent beginning diver with a c-card.
