I think in the name of public safety we ought to go through a 15 day or longer waiting period before one can have sacuba gear. Then the scuba gear shoould not be capable of long bottom times, so no tanks larger than 80cf, as anything larger has no legitimate sporting purposes. Rebreathers and other such vodoo gas devices would be immediately banned and owner would have to first register them, then later they would be confiscated. Anyone violating this would be felony prosecute, because rebreathers are miltary items no legitimate sporting diver would use.....what are you going to do, stay down for 4 hours and kill as many lobsters as can be found within that time?
Black utilitarian equipment and suits would banned since such equipment is the equipment-of-choice of drug smugglers and terrorists.
After one goes through a waiting period, then a background check before a "permit" would be issued. This would be subject to the local whims of whatever crony, hack or sundry tyrant happens to be in office at the time.
Then one would be limited to one tank refill a month, and one would have to show identicication and give a fingerprint when getting that oned fill. I goes without saying that tank and regulator locks would be installed so children such as your 17 year old kid could not go diving without your being there.
No reasonable diver would protest against this because remember, this is all in the name of security and safety.
