I agree absolutely. I've ranted about this for 20 years (mostly falling on deaf ears).

I disagree just as vehemently.
The guy at Shaw's notwithstanding (and let's not lose sight of the fgact that he apparently neglected to or was unable to DUMP his weights), over-weighting is the safety hazard, not the BC. I still contend that starting them without a BC makes them think it's "okay" to eventaully dive without one and all I can say is that if you showed up on one of our charters without a BC, I wouldn't let you dive, regardless of your level of certification or the volume of squawking that you'd be safe.
