I saw one at the ramp a few years ago. It had wheels and the guy just drove it down the ramp and into the water. (land/sea/air)
I think it would be very risky to use it in an open ocean environment. If the wind came up, it would probably get very unruly on the water. Also, it might be real tough to take off into a typical afternoon windchop.
Still...
