No, it did not have an opt-out of any sort. And
BTW, that's Federal.
HOWEVER, using those opt-out links will just get
you more spam. I've been researching spam, and the
two people who are getting the most spam (200 and
100 a day), have both been religiously replying to
the opt-outs. When they started doing so, they had
typical spam rates (10-20/day).
