I believe that you have quoted the figures correctly, Steve. However, the figures are wrong. For example, I need about 18 lbs to sink in fresh water wearing a dry suit and empty HP 100's. I need about 6 lbs to do the same thing in empty LP 104's. Same suit, same underwear, same rig, same pool. I did this test last week as I'm considering buying a set of 104's. I can't give you a handy number because I didn't weigh the tanks. To me the actual number is academic since what works works. My guesstimate is the 104's are about 6 lbs more negative a piece than 100's empty in fresh water. As you pointed out, the differential to full would be about the same for either 100's or 104's.
