One possible interpretation (and scenario) is this: plant a few strategically placed bombs that would--directly or indirectly--block all access to LA harbor, and all cargo traffic is disabled. No cargo, no goods, no functioning West Coast and more. It is scary how interdependent our entire system is (and the entire world, in fact).
