The palestinian authority already has frogmen which were to be employed in recovering the munitions from the Karina and there is ample opportunity to learn diving in places like Eilat or Sharm el Skeikh. The islamists seem already to have some underwater capability.
If some schmuck wanted to detonate a satchel charge under a LPG tanker or cruise ship, i'd argue that the sick f**ks with visions of 40 virgins in their heads already have the capability to do so and wouldn't need any training from US dive shops.
