I'd say that article was a bit off in some areas.
Dams & bridges are very hard targets requiring a lot of powder to put a dent in, and I wouldn't consider the risk to those structures from divers to be very great.
On the other hand, a knowlegable diver with just a small amount of materials could make some major mischief if it were applied to the right target in the appropriate manner.
