There's been a few speculations that the things actually attract more sharks into the area. The signals from the unit drops over distance. The low levels away from the user may attract sharks. A similar phenomena was shown to occur with "bug zappers."
The diver in Australia who was hit by a G.W. last month was wearing a similar unit.
