This is the first I have heard of this, I am not aware of any problem with the ATX regs concerning freeflow.
If the regulators are removed from your mouth in cold water, then there is always a chance of a freeze, but this would be the case for any regulator. I haven't heard of the ATX regs just going into uncontrollable freeflow for no reason.
