If it is PADI, they are breaking the rules and not teaching what the student has paid for. I do not know the requirements of the other agencies.
I am not a fan of the dumbing down of scuba instruction. And with the lower requirements of today, compared to 25 years ago, it is troubling to hear that some are not teaching all the skills.
