The Monterey market is stronger because there are less boats competing for market share. As a result hunters lost out for not being politically correct in that local environment. However, if a few hungry SoCal boats owners were to relocate to Monterey you would see the restrictions come down or there would be some more Monterey boats in drydock. It is a matter of supply, demand and competition for market share.
