For my money, the only way to traverse kelp is underneath it. If you're pushing the tank, the best way to do it in the kelp is to deflate the wing, submerge and push the tank ahead of you under the kelp and then surface on the other side. Snorkel or no, crawling across the kelp on the surface is the hard way to do it. If you're swimming into the swell, or just want to sight see, you can breathe off the tank as you push it ahead.
