If a snorkel is safety equipment this makes every piece of equipment safety equipment which infact is not the case. It is safety equipment for you because you have learned to rely on it. To rely on equipment and in the same breath have it be a piece of safety equipment for you, could get you in trouble someday. A snorkel has a purpose and a place on the surface when you are snorkeling. This is not to say you can not make use of it for other situations. You should be able to survive without a snorkel, if you can not you need to reconsider why. If it is just a matter of comfort on the surface, you can learn to be just as comfortable without. I some how feel from reading all this about snorkels people do not have enough air in there cylinder to keep there reg in there mouth...(I may be wrong). Having a snorkel with you or attached to your mask is not wrong as long as you know why you have it.
