What you are asking can not be answered since by the term "perfect" will never exist in this context. Since scuba is dynamic and there will always be a better way. The more logical question would be given the structure of the agencies at the present and given the cirriculum to date, how can we improve upon...How many dives (what kind of dives)?
How many hours of pool and lecture?
What should be included in the pool, lecture, and OW (what academics, what skills).
How many students per instructor?
How much will it cost?


Remember money influences all these areas. You would want to assume money not to factor, when creating a utopic situation. The other important consideration would be that the student benefit the most in the end.
