Weight of the diver has nothing to do with it, water diver displaces has everything to do with it. Capacity of the diver in other words. You may have 200lbs fat slob or a 200lbs lean machine and each of them displaces different amount of water, they need different amount of weight to be neutral. Measuring capacity of a diver is not as practical as simple experiment of finding your buoyancy in a fresh water pool.
8 lbs might be a right amount in this case, but that would be pure luck not physics applied.
