The rich pricks up at sea ranch had the same idea to cut off all access to the locals for 14 miles of coastline. This caused a major uproar and finally the coastal commision came in and mandated that the developer build in trails every so many miles to allow access.
Sounds to me like the divers down there need to get together, dominate one (or more) of their council meetings and become a force to be rekoned with!
Tickets for no snorkel? what the hell kind of BS is that? Since when are they the authorities on proper dive gear. How did you guys let it get so bad?
What about accessing the area from a boat, do the same rules apply?
It seems ludricrous and illegal some of the restrictions I've heard about, especially on public property. I think that if you divers down there began to challenge their stupid harrassment laws in earnest you would find their ordinances flimsy at best.
I'm sure glad I don't live in Laguna Beach!
