Brian, the way I learned it was:
"the Capt is the 'closest thing to God' ..."
It was at a lecture at officers school back East at Norfolk Virginia.
"The Captain can put you in the brig and on bread and water rations, if he wants to. There is no appeal from a sea captain's judgments and rulings at sea."
In reality, The Sea is probably the closest thing to God, and the Captain is next. Either way you cut it, there is no divemaster in the top 3 obviously.
In the Navy, the XO is the boss of the officers, and the COB is the boss of the enlisteds. On a "good ship" everyone works together like a team, with each other, and the three that run the ship are the Captain, the XO [Executive Officer], and the COB [Chief of the Boat}. But the Captain's word is always final.
Naval Captains always pay the same respect to skippers of civilian boats that they do to any sea captain. Its always the captain's boat. Its a law of the Sea.
