It appears this was a diver who paniced and could not cope with simply adding air to the BC or ditching the weight belt. Scuba diving is a very unforgiving when it comes to mistakes and this diver should consider quitting and taking up a different hobby.
Had it not been for your intervention who knows what the outcome may have been.
