Plenty of dive shops have a freebie dive meetings, you can participate in and get to know people. Hollywood Divers for example have a monthly dive every first wednesday of the month (or second) at Redondo Canyon. Same story with Reefseekers www.reefsekers.com. I can't tell you what the schedule is, but if you call and ask them they will sure be glad to tell. They also offer a free beach diving class. And if you don't mind wrestling with sand, check out www.sandeaters.org. Losse group of divers doing weekly beach dives.

As for a boat, my experience is that there's always someone looking for buddy as well. I typically asked DM to pair me with someone, but before we even got to the dive site I already had a buddy just met in a galley.
