Ok so I no jack sprat about mooring balls, but I would think that if these balls were put up for (or maybe even funded by) the Cat dive boats then there should be some form of flag or warnign notice that limits tie up times to 2 hours or less. If this is just a ball and anchor then by all means you can expect any tom, dick or harry to homer the spot.
