I agree with the others. To the sail boat, it is just a mooring, why should they know any different. It is not his fault. He may also have been a diver. I sail with a friend over to the island to scuba dive.

The mooring should have a sign desiginating its intended purpose and a reasonable time limit of 2 or 3 hours. Then if any boat was tied up and not diveing we would have room to complain.

I support the concept, we just need to tweek it a little. A sign designating the mooring is "for SCUBA diving use only 2 hr limit. $175 fine" would be very likely do the trick. Then you need to get an ordance so a parking ticket could be issue a ticket if necessary.
