A traper is someone who pays the state $300.00 a year for a Lic. then gets to have as many traps as he can afford ( 200 to 300 is normal ) and take as many bugs as he can ( 200 to 500 a day is average ) I diver is someone who pays the state $18.00 and trys to catch by hand 7 per day. Its all about money , maybe if we would pay more for the lic. the state would let us take more , we know its easy to catch your limit.
